Which rule covers your roof and gutters around Sonora?
It depends on which side of the city line the house is on. Inside Sonora city limits, Chapter 8.12 of the city code, adopted in 2019 as Ordinance 835, lists roofs, gutters, decks and stairs among the places to keep clear of leaves and needles, and the Sonora Fire Department inspects. Outside the city, in East Sonora, Phoenix Lake, Sonora Meadows, Crystal Falls and Standard, homes in the State Responsibility Area fall under state law, PRC 4291, which says to keep the roof "free of leaves, needles, or other vegetative materials." There, CAL FIRE's Tuolumne-Calaveras Unit inspects.
The city's fire department describes Sonora as "heavily wooded" with "steep terrain", and the trees are a mix: native oaks and ponderosa pines grow side by side on the city's own Dragoon Gulch Trail. Pines start dropping needles in late September and are still dropping them in January, and the oaks let go of their leaves in November and December, so a roof here collects both. Our guide on clearing pine needles off a roof covers why the roof matters as much as the gutter.
In August 2025 the city held a public hearing on Ordinance 907, which amends Chapter 8.12. We have not seen the adopted text, so ask Sonora Fire for the current wording before an inspection.
